Prior to AOTC, Bevel Lemelisk was assuming to be the chief engineer of his developpement, along with Qwi Xux, and also the brain behind all of the plans. Of course, it would be hard to assume that only 2 people have designed such a complex station, but anyway I think you got the idea.

But installation Maw was built well after AOTC. So if it's not Bevel who designed it, who did?

Here are the options I've considered :

1- Bevel was indeed the chief designer of the plan, working for the Separatist (or selling the plans to them) and was cloned by the Emperor to continue his research. (It's quite probable, considering that Bevel was cloned atleast one time during the classic Star Wars period.) Then at one point he supervised the DS construction and received all the honors for building it.
