Simple, clones aren't needed.
The use of clones allowed a huge army to be assembled in secret, at a large cost. Once the republic was conquered, if the empire got only 10 recruits (or draftees) from each world, that's a standing army of 10+ million. With an entire galaxy at their disposal and a total population into the quadrillions, soldiers are really cheap and easy to replace.
