This is explained by the EU itself.
In the earlier times, there were many Sith Lords, but 1000 years before the battlle of Yavin, all Sith except for Darth Bane, were kiled and believed to be extinct by the Jedi.
Bane decided that there should be no more than one Master and one apprentice to keep the existence of the Sith a secret and hide it from the Jedi.
In Palpy's days, the Sith actually ruled the Galaxy. The Jedi were extinct. No need for them to hide anymore.
