Edward Jellico is the captain of the Federation starship USS Cairo and temporarily took command of the Enterprise-D in the Star Trek: The Next Generation episode "Chain of Command."
He was disliked by the crew of the Enterprise because he expected officers to wear uniforms and obey orders.
