Roos Tarpals is a Gungan military officer. While Jar-Jar Binks had the honorary title of General at the Battle of Naboo, Captain Tarpals was effectively in charge, as he actually knew what he was doing.

Tarpals in Star Wars: The Clone Wars

During the Clone Wars, Tarpals earned some badass cred by orchestrating the capture of General Grievous during a CIS attempt to re-establish a presence on Naboo. Unfortunately, Grievous was soon released as part of a prisoner exchange.
