An isolytic subspace weapon is a device that opens a rift between normal space and subspace. The objective is to drop a target into subspace, which is a destructive environment for starships and other vessels.
The rift created by a subspace weapon detonation can move through normal space, and they appear to be attracted to strong subspace fields, such as those created by warp drives. When such a weapon was used against the Enterprise-E in Star Trek: Insurrection, they were able to evade the rift by ejecting the ship's warp core.
The second Khitomer Accords made subspace weapons illegal in Federation, Klingon, and Romulan space, but that did not prevent the So'na from using them.
