Why not just leave?
When the Ba'ku youths who would be come the So'na expressed their desire to leave the planet, I suspect that the elders tried to stop them. The elders presumably feared that the secret of the metaphasic radiation would be leaked to other civilizations, which would seek out the planet to try to take advantage of it. Obviously the So'na did find a way off the planet, yet they kept their knowledge of the metaphasic radiation to themselves until time caught up with them, forcing them to seek the Federation's help to harvest the metaphasic particles to rejuvenate themselves.
It seems to me that it would have been smarter just to quietly return to the planet and set up a So'na colony far away from the Ba'ku, visiting as often as necessary to remain young and healthy.
