Elizabeth Shelby was a Starfleet officer in the 24th-century. In 2366, she was part of the research and development team working to design new technologies that could be used to fight the Borg. After Capt. Picard was captured by the Borg, she proved herself very capable, and when Riker was promoted to captain of the USS Enterprise-D, she was made XO.
