Chancellor Finis Valorum was the head of the Galactic Senate in the Star Wars Old Republic before Palpatine assumed the office.
Queen Padmé Amidala seeks his help when the Trade Federation invades her planet, Naboo. She states he has been one of their strongest supporters. Palpatine disagrees with her assessment, commenting that the Chancellor has little real power. The real power is in the hands of the bureaucrats. He suggests that she move for a vote of no confidence on the grounds that Valorum is too weak to do anything to help their people.
