Jar Jar Binks is a widely-despised Gungan from the planet Naboo, who later became an Ambassador for that world. Ironically, he is primarily responsible for the creation of the Galactic Empire by fielding a proposal to grant Supreme Chancellor Palpatine emergency executive powers.
