Captain Tarpals is a Gungan military officer. While Jar-Jar Binks had the honorary title of General at the Battle of Naboo, Tarpals was effectively in charge, as he actually knew what he was doing.
Tarpals in Star Wars: The Clone Wars
During the Clone Wars, Tarpals established some badass cred by orchestrating the capture of General Grievous during a CIS attempt to re-establish a presence on Naboo. Unfortunately, Grievous was soon released as part of a prisoner exchange.
