Doctor Phlox is a curious Denobulan physician who is fascinated by alien (to him) behaviors. He's fond of small, creepy animals with medicinal uses and genocide.[1] When it suits him he shares confidential information from people's personal files. This is at the same time keeping confidential T'Pol's abuse of narcotics on duty, my his sense of ethics is weird.
He was chief medical officer for the USS Enterprise.
