Hodgkin's Law is a "theory of parallel planet development" in the Star Trek universe.
It serves to explain why there are so many Class M planets with life similar to Earth's; why Humans can breed with Vulcans, Klingons and other bumpy-headed aliens; and why these distant planets developed a "Roman Empire" (complete with Christian slaves) or a "United States" (complete with Yankees, Communists, and "We the People").
