Check out the Databank update: http://www.starwars.com/databank/character/pogglethelesser/index.html
"Poggle, in possession of top-secret plans for an ultimate weapon that the Geonosians were contracted to construct, returned the blueprints to Count Dooku who fled Geonosis to courier the plans to his dark master."
According to this, the Geonosians did not design the Death Star, but received the contract for its construction.
Who did design it then?
Lemelisk may have been involved, thus clearing up problems in that regard.
But this raises a new question...who commissioned the design? The Confederacy? If so, why then did Dooku not already have the plans? Perhaps he did already have the plans, but was now securing this copy, as he said. Perhaps, but that's not exactly what the audience naturally inferred.
