Well, that if is a pretty big if. Seeing as how the Republic troops aren't morons, they'd probably create a transporter dampening field as they assaulted the planet, and the fact that they're landline connected would probably make no difference, since the trouble with transporters seems to be their ability to reform matter without radiation or anything, not the actual method of transmitting the signal. Because the main objective of the Seperationists ( and thusly the Federation forces in their place) was to evacuate the planet, the fight would be over with pretty quick. The Federation would have no transporter capabilities, and therefore questionably even enough vessels to carry all the personnel off-planet that are to evacuate (assuming they'd have considerably less ships than the Seperationists., which is extremely likely; Feds hardly have more than 2 or 3 "cruisers" ready on a planet of Geonosis' function in any past situation, such as the evacuation of Earth.)
Another possibility is that Geonesis' planetary/regional shield prohibited an effective orbital bombardment. A Federation planet would not have such defenses, and would be vulnerable to such a clean-up effort, once the prisoners were off-planet safely.
