I go for option 3 - that the plans weren't finished - the Geonosians had the basic ideas for a new "wonder weapon", which Dooku took to Coruscant. However, upon discovering that the blueprints only were 50% finished, the Imperial High Command gave Lemelisk and his friends orders to complete the Death Star design.
