True, the Senate and Citizens did give him the power voluntary....
And there lies the big problem; they gave it voluntary.
I completely agree that in the End, Palpatine will be seen as the Great Leader.
But for him to actually become the great leader, the situation must become so bad that his position will become unquestionable.

At this moment, Palpatine has indeed much power.
But he can still be called back at this point by the Senate and the People.
Sure, they might like him, but his power is not yet so great that he can proclaim himself Emperor.
For this, we need a truely catastrophic event which will elevate Palpatine to an undisputed position of Power and silence his opponents altogether.
So say goodbye to Naboo at the very least. The last time we see (or hear of) it, it will be a cinder in space, with the crust molten off...

And yes, I do think that Palpatine will use the Jedi starting the war as the reason to prosecute them. But there will be more..... I will now keep silent.
