Right, Palpatine did not initiate the war in the first place, but I'm sure that he was counting on the Jedi to start it after his apprentice had captured Obi-Wan.
I admit, I was being a little bit extreme with the Republic already being not much different from the empire at the end of AotC, but the point of all I wrote was that the senate/the citizens would give him the total power more or less voluntarily.
They don't associate anything negative with Palpy's rule (not yet). He's the man who "saved" them, after all. And all they associate with the Republic is corruption, manipulation, constant political crises etc, and the Jedi starting the war,
a fact Palpy could use to justify their extinction.
